Public Notice

MTS has received an unsolicited proposal to develop a revenue-generating structure at its Copley Park Division.

MTS Board Policy 18, “Joint Development Program” requires any unsolicited development proposals received by MTS to be publicly noticed to allow for other development interests to submit a competing proposal within 30 days for consideration by the MTS Board of Directors.

This notice, as of January 13, 2025, is to alert interested parties that MTS will accept additional proposals for 30 days of this notice for consideration.

About Copley Park

The Copley Park Division in Kearny Mesa is part of the San Diego Metropolitan Transit System (MTS) bus system, which includes approximately 150 vehicles including minibuses, paratransit, and wheelchair accessible minivans, and facilities used by the division and contractors. Some bus routes that operate out of the Copley Park Division include:

14, 18, 25, 83, 84, 833, 838, 944, 945, and 945A.

MTS also offers a paratransit service called MTS Access that operates out of this facility.

Project Description:

Currently there are two existing 30’ 2-sided freeway signs adjacent to the SR-52 freeway. Both structures are in good working condition. Both structures do not have advertising or MTS-related messaging on them.

MTS has the following goals for the existing structures or potentially new structure(s):

  • Generate revenue through commercial advertising
  • Commit to a long-term agreement for a sustainable source of non-fare revenue
  • Display important transit information to viewers
  • Display emergency and public safety messages
  • Display Public Service Announcements
  • Comply with all applicable state and federal requirements such as the Outdoor Advertising Act and the Federal Highway Beautification Act
